東日本大震災で被災した陸前高田の復興計画としてみなと館を計画した。当時日本一の高さを誇る堤防は無残にも壊れてしまったが、建築で補強しながら、堤防を負の遺産にせず、まちのシンボルとして再興した。機能は漁師の宿舎とみなと市場と食堂を計画している。町の人だけでなく、県外から訪れた人も町の文化を感じれるような機能を持つ施設を計画した。
